LaTeX is an Open Source Software. It is mostly used to generate pdf-documents, but also other output formats are possible.
It is used in science a lot because of its possibility to typeset complicated math formulas, tables, graphics etc. You can also create nice beamer presentations with LaTeX.
LaTeX has one of the oldest communitys in the web-world and there are user groups nearly everywhere.
In the netherlands there is Nederlandstalige TeX Gebruikersgroep, short NTG, see https://www.ntg.nl/watislatex.html .
In Heidelberg in Germany you can find the office of DANTE e.V., see https://www.dante.de .
And then there is the USA-based TeX User Group TUG, see http://tug.org .

The main organizer of the LaTeX village is (at the moment) Doris Behrendt, the treasurer of DANTE.
