We work hard to make SHA2017 a brilliant experience for you. These rules are to help make that happen. After safety the main priority is to ensure you have a good time at SHA2017. Please understand that and be excellent to each other!
Even water is fun it is not without risks that you can cause for yourself or your environment. There are a couple of harbour rules that you must adhere to. Not because we like rules, but simply because we want all of you to enjoy the harbour and return home in good health. The rules are partly Dutch law and partly camp rules:

# In the Harbour zone we deal with all sorts of moving vessels, moving vehicles, recreational activities as well maintenance activities. Simply put there are water related risks and the Safe Harbour Authority bears a responsibility for safety and security. So we require you to follow instruction by crew of the Safe Harbour Authority without discussion (we can do that afterwards). Those instructions will only be given when needed for safety and security. Only the Sharbourmaster (Harbour Master) or his/hers replacement is allowed to give binding instruction. He or she will be recognizeable [logo to be added];

# On a boat the skipper or so you will captain is always responsible for the safety on the boat. All external signals can only be an advice. In the Harbour the Sharbourmaster is responsible. When given orders you have to obay;

'''Hackers in a Harbour!''' At SHA2017 we operate the Safe Harbour Authority to meet all your water, first aid, security and fire protection needs. In the harbour you will find a place filled with fun activities, ships and experiences. The highlights and rules can be found in this flyer. Safe Harbour is the safe haven for hackers, a place where you can choose to either raise or lower your privacy shield! We have the following facilities:
# It is everybody’s duty to do everything possible to prevent accidents from happening, injury from occurring and damage from occurring;
+
# Safe Harbour Office! The main stage of the Safe Harbour is the Ebenhaëzer. This beautiful historic ship operates as the office of the Safe Harbour Authority or: the (S)Harbourmaster’s office. During SHA2017 there will always be someone in the office and you can call us 24 hours a day. It will be the Infodesk for people arriving over water. It will be docked at the beginning of the pier as an official entry point for the event.
# Ships need to contact the Safe Harbour Authority before entering the Harbour. You can do so through VHF Channel 88, by calling 8888 on your DECT or dialling
+
# Docking places for boats. When registered and in possession of a ticket you can dock your boat in the harbour and have one of the coolest places to sleep and relax. We have infrastructure to deliver water, power and networking. For captains we offer a captains club and with a little bit of luck our own official licensed butler with sailing expertise will take care of your service requests;
# No undocked ship shall be anchored within 100 meters of the dock, lay lines, nets, pots or floating gear attached in areas that are used as fairways or in a position that is likely to cause obstruction to other harbour users unless in areas indicated by the (S)harbour master;
+
# Underwater Hacking. For our youngest hackers we have snorkeling gear to let them discover the deeper waters under the Safe Harbour. Please ensure that the kids aren’t unattended. Snorkeling is possible thanks to Family Village.
# Maximum speed within 100 meters of the harbour is 5 km per hour or 2.7 knots per hour;
+
# SSL or Safe Sailing Lessons. For young hackers we also have limited places in our sailing class. Every day (from Aug. 4th through 8th) an instructor will teach them how to move across the water. We offer this service for free, but have very limited spots available.
# No vessel should discharge rubbish, effluent or pollutant of any kind within the harbour limits. We are in a protected environmental zone. Any violation will be reported to the authorities as it is dangerous, filthy and unhealthy. Violating these rules may result in fines up to €20.500 and up to two years imprisonment. No black water dumping!

# Let Doctors hack you if needed! If the tides get too high or things go awry we have Doctors on a Boat coming to your rescue. They will assist during harbour events. Our medical experts form a group of highly trained physicians, nurses and rescue specialists and service the entire camp! In case of emergency the best medical care possible is coming your way over sea or land: As a special feature they also bring a quad and an ambulance to save souls! We are Safe Harbour.
# Water carries noise long ways so no loud noise after midnight and before 7 am in the morning;
+
# Hack a Canoe or water ballSHA2017!  The Family Village enables the opportunity to use canoes on the Nuldernauw! Jump in one of our 10 boats and explore the environment or let kids play inside a water ball. Arrange your experience in the Safe Harbour Office.
# Children up to 12 years are not allowed to play or be alone in the harbour and the surrounding area (up to half of the Hopperfield). Watch your children since water is not without risk!
+
# Ferry service! For transport across the Nuldernauw and anchored ships we offer a ferry service on board of our ship: the Hash. During camp the hours of operation start at 9 am and we stop at 2am. The ferry only runs when requested: so contact Safe Harbour and travel in style. Please note that extreme weather can be a reason not to operate the vessel.
# We disencourage swimming in the harbour, because it might be risky with ships coming and going. There will be section of the harbour where during camp ships are not allowed to move. This will be indicated with a line with yellow balls. You can use this space, but it is not a swimmingpool with life guards! You have to take responsibility (e.g. be there with your kids, don't use it when it is dark and you're alone, don't do drugs and swim/play, don't do alcohol and swim/play, etcetera);
+
# Hack boats! On August 7th at noon the harbour will be a place for building ships. We have a cardboard boat race where hackers of any age can build their own ship. At 3PM, one by one, the vessels will race 25 meters through the harbour for the best time, eternal honor and special membership to the captain’s club. Bring materials and optimism! Info on the Wiki and in the Harbour!
# The ferry service is offered for free. On the shuttle the captain/skipper is responsible for your safe crossing across the Nuldernauw. Dutch law requires you to follow the captain's/skipper's orders. This is not meant to be funny yet purely a safety and responsibility thing. That means when needed you get a task in the safe crossing or docking of the ship. In extreme situations has the right to refuse passengers. He or she can also demand people to use safety measures like the mandatory life vests, certain seating or requesting to wait for the next vessel to arrive. We are working very hard to make SHA2017 a brilliant experience. But please understand that we aim for 0 incidents and want you all to be safe. The second priority is to ensure you have a fun and a good time at SHA2017 our captains are very well aware of that.
+
# Butler service and Captain’s Club! Captains guiding their ship through rough water deserve a break. This is why they will meet Machteld, a fully licensed butler with boating experience, to ensure they get the best service SHA2017 has to offer! Skippers can also relax in the Captain’s Club. A special club next to the Safe Harbour Office in the water. After all: Bringing your boat to SHA2017 should be a rewarding experience!

Harbour Rules

Water is cool, but can be risky. So we have some rules specific to the harbour to keep it safe and fun:

  1. In the harbour we deal with moving vessels and vehicles. We require you to follow instructions by crew when needed;
  2. The captain (not the harbour authority nor passengers) is the sole responsible person on moving vessels. The main task is to safeguard the ship and its souls. According to Dutch law you have to follow the Captain’s instructions (seating, the use of life vests, help to dock a ship, wait for the next ferry or not travel at all, etc.);
  3. It is everybody’s duty do everything possible to prevent accidents from happening and prevent injury and/or damage;
  4. Ships are to contact Safe Harbour before arrival by VHF or phone;
  5. No ship shall be anchored within 100 meters of the dock. Nor lay lines, nets, pots or floating gear in a way that can obstruct other visitors without the (S)harbourmasters permission;
  6. Maximum speed within 100 meters of the harbour is 5 km/h (2.7 knots);
  7. No vessel should discharge rubbish or pollutant of any kind. The harbour is in an environmental zone. Violations must be reported to authorities. It’s filthy and unhealthy. No dumping!
  8. Water carries noise far. No loud noise between midnight and 8am unless needed;
  9. Children up to 12 years are not allowed to play alone in the harbour area. Watch your children: water is not without risk!
  10. The harbour has an area where vessels aren’t allowed to move. A line with yellow balls indicates this. You can use this space at your own risk. Use common sense (e.g. be there with your kids, don't swim alone in the dark, don't swim intoxicated);

We work hard to make SHA2017 a brilliant experience for you. These rules are to help make that happen. After safety the main priority is to ensure you have a good time at SHA2017. Please understand that and be excellent to each other!
